Owner's Representative vs. General Contractor

A general contractor performs the construction work, manages their own subcontractors, and delivers the project, and the general contractor's financial interest is in completing that work. An Owner's Representative has no financial interest in the construction work and no contracts with any of the subcontractors, and works only for the owner, providing independent oversight of the general contractor's performance. An owner does not choose between the two. The Owner's Representative oversees the general contractor on the owner's behalf.

Owner's Representative vs. Construction Project Manager

The terms Owner's Representative and construction project manager are often used interchangeably, and the work overlaps substantially. Both coordinate schedule, budget, contractors, and documentation. The distinction is whose interest is being served. A construction project manager may be employed by the contractor, the developer, or the owner. An Owner's Representative performs that project management function specifically and exclusively on the owner's behalf, as the owner's independent advocate.

Owner's Representative vs. Architect

An architect is responsible for the design of the project and, in many cases, for administering the construction contract with respect to design intent. The architect's focus is the design and its execution. On many projects the Owner's Representative and the architect work alongside one another, each in their respective role.

Owner's Representative vs. Construction Manager

Construction manager is a term that covers two very different arrangements. A Construction Manager as Adviser, defined in AIA Document C132, advises the owner on budget, schedule, and coordination without holding the trade contracts or performing the work, a role similar in its independence to an Owner's Representative. A Construction Manager as Constructor, often called construction manager at risk and defined in AIA Document A133 where the payment includes a guaranteed maximum price, or A134 where it does not, begins as an adviser and then becomes the builder, holding the subcontracts and carrying the cost, schedule, and performance risk. The key distinction is independence and financial stake. An Owner's Representative and a Construction Manager as Adviser have no financial interest in the construction work, while a Construction Manager at risk does.
